Syracuse, NY Demo Tips

Does the city of Syracuse require a demolition permit?

Yes. The city of Syracuse requires that you obtain a demolition permit for both residential and commercial demolition projects.

Permit applications are available at:

City Hall CommonsRoom 101
201 E. Washington St. Syracuse, NY 13202

Syracuse Demolition Requirements

The following items are required in order to obtain a permit for demolition:

  • A copy of the hazardous materials survey, proving the absence of asbestos and other hazardous materials
  • An asbestos abatement letter and Air Monitoring Certificate
  • Your demolition contractors insurance certificate, listing the city of Syracuse as additionally insured, along with their proof of workers compensation insurance
  • If necessary, a hydrant permit (Contact the Department of Water)
  • Onondaga County Health Certificate (Contact the Onondaga County Health Department)
  • A project site review (Contact the Office of Zoning Administration)

How do I pay for my demolition permit?

For smaller projects that only require an over-the-counter permit, all related fees must be paid at the time of issuance.

All other applications that cannot be reviewed over the counter must have review fees paid at the time the application is submitted.

Payment is made by check or money order only. Credit cards, debit cards and cash are not accepted forms of payment at this time.

What is the Process For Whole House Demolition, Garage Demolition, or Commercial Building Demolition?

  1. Request an estimate or estimates from licensed and insured Syracuse demolition contractors. Demolishing a home, garage, or commercial building is not a simple project and requires the expertise of a professional demolition contractor to guide the process. During the estimate site visit, interview the contractor for qualifications, references, EPA certifications, and the process the demolition contractor would follow to knock down and remove the building.
  2. Apply for demolition permits and approval from local government authorities. Depending on your location, demolition permits may be required by the city, county, and/ or state. Your local municipality may also have regulations related to notifications, noise, hours of demolition, disposal of the debris, etc... Your hired demolition company should be well informed about local regulations and will often pull the permits on your behalf.
  3. Utilities need to be properly disconnected. Utility companies for gas, water, and electricity need to be contacted. All utilities need to be properly disconnected or terminated at the source prior to demolition. Again, this may be handled by your hired demolition company, but clarify upfront with the contractor all of the services that are provided.
  4. Older homes or buildings need to be inspected for hazardous materials like asbestos or lead paint prior to being demolished. If your home or building contains hazardous materials, proper procedures for abatement need to be followed. Your hired demolition contractor may offer this service or sub contract it to an environmental remediation specialist.
  5. Safely tear down the building. For one to three story structures like a shed, garage, or a home, demolition of the structure is usually achieved using large hydraulic equipment like cranes, excavators and/or bulldozers.
  6. Removal and disposal of demolition debris. Debris will be loaded onto trucks or into roll off dumpsters for hauling to recycling centers or landfills. Discuss the options of salvaging and recycling demolition materials with your hired demolition contractor.

Practical Tips for New York Demolition

Ask your contractor if they’re going to handle the permitting process.

In New York, no demolition can be done without having applied for and obtained a permit from the Department of State. However, it’s common for demolition contractors to handle this somewhat complicated process for the homeowner.

If you’re left in charge of getting a permit, here’s what your application should include:

  • Applicant or authorized agent’s signature
  • Description of the site on which the proposed work is to be done
  • Statement of the use/occupancy of all parts of the land and the proposed structure
  • Brief description of proposed work
  • Full name and address of owner and applicant
  • 3 sets of plans for the proposed work
  • Applicable fee (refer to page 5 of the rules and regulations)

Have a licensed asbestos expert inspect your property for asbestos.

Before demolition takes place, a structure must be surveyed for hazardous materials. According to New York state law, any contractor planning to abate or disturb asbestos-containing material must be licensed.

There are 9 types of licenses, including:

  • Asbestos handler
  • Restricted asbestos handler
  • Air sampling technician
  • Inspector
  • Management planner
  • Operations and maintenance
  • Supervisor/contractor
  • Project monitor
  • Project designer

When having your home inspected, ensure that the expert you hire is properly licensed.
